Second tier cities: 38 large and middle size cities (mainly provincial capitals); population of at least 3 million (Qingdao, Nanjing, Dalien, Wuxi, Yantai, Changchun).
Third tier cities: 100 middle size or small cities; population of at least 1 million (Lanzhou, Zhuhai, Datong, Chengde, Foshan).
Forth tier cities: 197 cities.
